Lieutenant Kinnard began his career as a
firefighter in 1984 as a volunteer for Carroll
County Fire/Rescue. He joined the Carrollton
Fire Department in November of 1985 as a
full-time professional firefighter. Lt. Kinnard
quickly became a driver/engineer and earned the
rank of Lieutenant in 1996.
Some of Lt. Kinnard’s qualifications include
State Certified Firefighter. National Registry
EMT, National Professional Qualified HAZ/MAT
Technician, CPR/First Aid Instructor and
emergency vehicle operations.
Lt. Kinnard also has training in hazardous
materials incident analysis, hazardous materials
pesticides, recognizing and identifying
hazardous materials, radiological emergency
management, radiological emergency response,
radiological WIPP first responder, radiological
waste isolation pilot plan command and control,
radiological emergency transportation accidents,
pre-hospital management of traumatic brain
injuries, apparatus operations, fire ground
hydraulics, special supplemental inflatable
restraint systems, vehicle extrication, water
rescue and structural fire control.
Jeff was born a native of
Carroll
County
in 1966. He is a graduate of Central High
School. Lt. Kinnard is a member of the Georgia
State Firefighters Association and the West
Georgia Regional HAZ/MAT Team. Lt. Kinnard was
voted Carrollton Fire Department’s Firefighter
of The Year in 1996.
